CentOS6.9からCentOS7へのアップグレード CentOS6.9をCentOS7へアップグレードします。 ただし、公式サイトの「CentOS Upgrade Tool」の注意書きとして、 DO NOT USE this tool. Warning use of this tool is currently BROKEN as several system-critical packages are of a higher version number in CentOS 6.7 than they are in CentOS 7 so those do not get upgraded correctly. LDP-led coalition loses majority in Tokyo election The governing coalition of the Liberal Democratic and New Komeito parties has lost a majority of 64 seats in the Tokyo metropolitan assembly. In Sunday s election, the Liberal Democratic Party won 38 seats, a decrease of 10. Its partner in the ruling coalition, the New Komeito party, won 23 seats. 54 seats were won by the Democratic Party, the main opposition party. Its 20-seat increase will make it the largest party in the assembly. It is the first time in 44 years that the Liberal Democratic Party has lost its top spot in the assembly. The Japanese Communist Party won 8 seats. A local political group, Tokyo Seikatsusha Network, won 2 seats. Independents won 2 seats. Authorities step up crackdown on Uygur protestors Chinese authorities are intensifying a crackdown on protesters involved in the massive riots that erupted a week ago in the Xinjiang Uygur Autonomous Region. The violence killed 184 people and injured 1,680 others on July 5th. Many armed police are on patrol in Urumqi, the regional capital on Sunday. Residents have not been able to use the Internet or text messaging since the riots broke out. City officials told reporters on Sunday that the measures to deal with the unrest are temporary. A notice posted at an Internet cafe says it s illegal to disrupt social order by spreading false information online. An Uygur man says he has no choice but to accept the inconvenience. Notices, which called on people to tell the authorities who took part in the violent demonstrations, were posted in the city. The notices also say if citizens shelter people who took part in the violence, they will be punished severely. N.Korea won t send foreign minister to ARF North Korea will not send its foreign minister to the annual ASEAN Regional Forum scheduled for next week in southern Thailand. Foreign ministers of the ASEAN countries, as well as those of countries involved in the 6-party talks on North Korea, are set to attend the forum to discuss the region s security issues. North Korea has been dispatching its foreign minister to the forum since 2004. Nations involved in the 6-party talks have previously met on the sidelines of the forum to advance their efforts to promote dialogue with the North. However, the Thai foreign ministry told NHK that the North had informed it that the country will not send its foreign minister, Pak Ui Chun, this year and a lower-ranked official will attend instead. NHK reporters say that the North wants to show its hard-line policy of not returning to the 6-party talks, as the country is in a standoff with the international community over its nuclear activities.

N. Korea issues notification of shooting drill The Japan Coast Guard has issued an alert to ships in the Sea of Japan after it received an email from North Korea notifying it about a scheduled shooting drill. The Coast Guard received the message on Monday. It said the drill would take place from 8 AM to 8 PM, between June 25th and July 10th, in waters northeast of Wonsan. The Coast Guard says the zone stretching 450 kilometers by 110 kilometers basically matches the area where North Korea issued a navigational ban twice this month. Before its rocket launch in April, North Korea sent an email to the Coast Guard but it only mentioned the expected danger areas. The email received on Monday referring to shooting drills was the first that specified the activity involved. N.Korea warns US of retaliation North Korea has accused the United States of increasing tensions on the Korean Peninsula by tracking a North Korean ship. The accusation came in the official newspaper of the Korean Workers Party, The Rodong Sinmun, on Monday. It denounced US remarks that US naval ships would stop and search North Korean cargo ships. The newspaper implied that North Korea would retaliate if attacked by the US. It said North Korea is a proud nuclear power, and that the US should take a correct look at whom it is dealing with. The US military has been tracking the North Korean ship, the Kang Nam, now heading south along the Chinese coast. The US suspects the vessel could be carrying weapons such as missile components and nuclear-related material in violation of a UN Security Council resolution. North Korea s latest commentary is apparently aimed at warning the US not to carry out cargo inspections. Observers say this shows the North is becoming sensitive about US moves on the inspections. Iran demonstrators vow to continue protests The possibility of more violence in Iran is mounting, as supporters of former Prime Minister Mir Hossein Mousavi have vowed to continue their rallies on Monday. The protestors have been demanding a rerun of the presidential election and have ignored calls from the country s supreme leader Ayatollah Ali Khamenei to stop demonstrating. At least 10 protestors died in clashes between protestors and security forces on Saturday. Iran s state-run media says security authorities arrested 457 protestors. On Monday, the Iranian foreign ministry blamed western governments and media for fueling the protests, and causing confusion and destruction in the country. Mousavi criticized the large number of civilian arrests saying that the move will only harm the relations between security authorities and civilians. Aso seeks Russia s reply to territorial dispute Japan s Prime Minister Taro Aso hopes that Russian President Dmitry Medvedev will present a proposal to resolve the long-standing territorial dispute between the two countries when the two leaders meet in Italy in July. Aso met the Russian Presidential Executive Office chief of staff, Sergei Naryshkin, on Monday in Tokyo. Aso said that when he met President Medvedev in February, he urged Russia to clarify its stance on the four Russian-held islands claimed by Japan in the next summit. Aso said he looks forward to hearing Russia s efforts to resolve the dispute when he meets President Medvedev on the sidelines of the Group of Eight summit talks in Italy. Naryshkin replied that preparations to discuss the territorial issue in July are in place. He hopes the issue will be discussed in a quiet atmosphere. Nikai criticizes S. Korea s batteries regulation The Japanese government has voiced concern over South Korea s plan to introduce a compulsory certification system for lithium-ion batteries. Trade minister Toshihiro Nikai told reporters on Monday that Japan will ask South Korea to review the planned regulation. He said it may amount to a trade barrier for foreign companies. He added that the government intends to express its concern over the plan at a WTO meeting later in the week. South Korea plans to oblige firms, which manufacture or sell products installed with lithium-ion batteries in the country, to obtain approval from authorities. Such products include personal computers and cell phones. South Korea says the measure starting next month is aimed at preventing accidents involving lithium-ion batteries, such as overheating and catching fire. Japan accounts for about 60 percent of the global production of lithium-ion batteries.

Japan switches tacticts on H1N1 flu Japanese health authorities are switching tactics to combat the new H1N1 influenza strain. They will no longer try to trace every case, but focus efforts on preventing large-scale outbreaks in schools, workplaces, and care facilities. Doctors and medical institutions in Japan have so far been required to report every case of the new flu, and submit samples of the flu virus from each patient for DNA tests, out of concern that the virus could mutate into a more harmful and drug-resistant strain. But the Health, Labor and Welfare Ministry said on Thursday that it had abandoned this approach. It said most of the patients confirmed in Japan so far have had relatively mild symptoms and the number of patients now stands at around 4,700. The Ministry says medical institutions and local authorities will now be required to report cases and carry out DNA tests where at least 10 people in one location are suspected to have been infected. About 5,000 medical institutions around Japan are to keep monitoring infections in their respective areas, in order to look out for a major epidemic of the new flu. ARF statement lists both sides views on N.Korea The chairman s statement from the just-ended meeting of the ASEAN Regional Forum lists participants criticisms of North Korea as well as the country s own views. Foreign ministers and other officials from 27 ARF members ended a meeting in the Thai resort island of Phuket on Thursday. North Korea s nuclear development was a main topic on the agenda. The chairman s statement released after the meeting noted criticism by several countries of North Korea s recent nuclear test and missile launches as well as the countries call for North Korea to return to the six-party nuclear talks. It also listed a North Korean view that holds what it sees as a hostile US policy responsible for the deterioration of the situation on the Korean Peninsula, as well as North Korea s insistence that the six-party talks are over. Thailand, who chaired the meeting, is thought to have chosen to list both sides views out of hopes of keeping dialogue with North Korea alive. The chairman s statement also calls for the military government of Myanmar to release all political prisoners, including Aung San Suu Kyi, and hold a free and fair election next year. Keating US prepared for contingencies in N.Korea The top American military commander in the Pacific has admitted to US preparations for fallout in the event of a leadership change in North Korea. Admiral Timothy Keating spoke to reporters at the Defense Department on Wednesday. Keating noted that the health of the North s leader Kim Jong Il appears so poor that he looks like a different man. He added that it is unclear if Kim s deterioration was caused by a stroke or a more serious problem. Keating said he does not know what will happen if Kim cedes power or is no longer capable of exercising control. He said the US forces in South Korea and elsewhere have plans in place if the president gives the order in the event of an uncertain succession in the North. Japan s trade surplus increases in June Japan s trade surplus in June was 5 times higher compared to the previous year, marking the first increase in 20 months. This comes as exports fell less than imports. The Finance Ministry said on Thursday that the trade ledger was in the black by 508 billion yen, or more than 5 billion US dollars. Exports in June fell over 35 percent year-on-year to about 49 billion dollars. This was due mainly to weak demand for automobiles to the United States and steel products to Asia. Imports, meanwhile, dropped at a faster pace of nearly 42 percent to about 43 billion dollars. This is largely attributed to a plunge in oil prices. However, the trade surplus in the first six months of this year was about 88 million US dollars, which is the lowest figure ever for a half-year period. Obama renews pledges for withdrawal from Iraq US President Barack Obama and Iraqi Prime Minister Nuri al-Maliki have agreed that they can complete a withdrawal of US troops from Iraq by the end of 2011 as agreed by the 2 countries. Obama held talks with Maliki in Washington on Wednesday. At a news conference after the talks, Obama noted that last month s withdrawal of US combat troops from urban areas clearly shows the United States continues to respect the sovereignty of the Iraqi government. Obama expressed confidence that the United States is on track to withdraw all troops by the end of next summer and all US forces by the end of 2011. Maliki said his country s security forces are highly capable, denying views that Iraqi troops are unable to maintain peace and security after US troops leave the country. The Iraqi prime minister asked for US cooperation in having UN sanctions lifted. The sanctions were imposed following the invasion of Kuwait by the former Iraqi government led by Saddam Hussein. Those sanctions oblige Iraq to pay part of its oil revenues to Kuwait. Obama said Iraq should not be burdened by past wrongdoing committed under the dictatorship, and suggested he would cooperate in the removal of the sanctions.
