Indicatie [bewerken] Een leerling die vanwege zijn beperking in aanmerking wil komen voor speciaal onderwijs heeft daarvoor een indicatie nodig. Als een indicatie voor speciaal onderwijs is verleend, geldt die indicatie ook als toekenning van een rugzakje. Speciaal Basisonderwijs (SBO) [bewerken] Een aparte categorie in het Nederlands onderwijs vormt het speciaal basisonderwijs. Wettelijk gezien is dit geen speciaal onderwijs maar regulier onderwijs. Tot 1998 stond deze vorm van onderwijs bekend als scholen voor kinderen met leer- en gedragsproblemen, onderverdeeld in Kinderen met leer- en opvoedingsmoeilijkheden (LOM-onderwijs) Moeilijk Lerende Kinderen (MLK-onderwijs) In hun ontwikkeling bedreigde kleuters (IOBK) Tegenwoordig wordt er niet meer gesproken over de bovenstaande indeling. In het algemeen wordt gezegd, dat kinderen met een betrekkelijk laag of laag intelligentieniveau en kinderen die een leerachterstand hebben, naar het speciaal basisonderwijs (sbo) gaan. Deze groepen kinderen vallen hiermee onder de Wet op het Primair Onderwijs (WPO), die de regelgeving voor regulier en speciaal basisonderwijs behandelt. Voordat een kind met een leerprobleem of leerstoornis op een sbo-school geplaatst wordt, hebben ouders en kind een lang traject te gaan De leerkracht op de basisschool van het kind moet eerst het kind aangemeld hebben bij de interne begeleider (ib er) van de eigen school. Samen stellen ze een handelingsplan op om te zien of het op de eigen basisschool kan blijven. De ouders moeten met dit handelingsplan instemmen. Als blijkt dat het probleem te groot voor de basisschool is, wordt het kind door de ib er aangemeld bij het zorgcentrum van het samenwerkingsverband van basisscholen en sbo-scholen waartoe de school van het kind behoort. Vanuit dit zorgcentrum kan ondersteuning verleend worden aan de leerkracht van het kind. Wanneer ook dit niet afdoende blijkt te zijn, kunnen de ouders bij de Permanente Commissie Leerlingenzorg (PCL) een beschikking aanvragen. Ouders en school leveren gegevens aan (een onderwijskundig rapport, didactische resultaten, capaciteitenonderzoek) op grond waarvan de PCL al of niet een beschikking geeft. Alleen met een beschikking kunnen ouders hun kind aanmelden bij een sbo-school binnen het samenwerkingsverband waartoe de eigen basisschool behoort. De betreffende sbo-school bepaalt of en wanneer geplaatst wordt. Wil een ouder plaatsing realiseren bij een sbo-school van BUITEN het eigen samenwerkingsverband, dan is opnieuw een beschikking van die PCL vereist.

Algemene informatie pioniers Algemene informatie pioniers Het primair onderwijs in Zuid-Kennemerland en het voortgezet onderwijs in Utrecht en Stichtse Vecht en Helmond-Peelland starten een jaar eerder met passend onderwijs. Dit betekent dat scholen in die regio’s per 1 augustus 2013 een zorgplicht hebben. Ze zijn vanaf die datum verantwoordelijk om een passend onderwijsprogramma te bieden voor leerlingen die extra ondersteuning nodig hebben. De samenwerkingsverbanden zijn vanaf dan verantwoordelijk voor het toewijzen en bekostigen van de extra ondersteuning aan leerlingen. Wat betekent de versnelde invoering voor ouders en leerlingen? De versnelde invoering per 1 augustus 2013 heeft de volgende gevolgen voor ouders en leerlingen uit Zuid-Kennemerland (primair onderwijs), Utrecht en Stichtse Vecht (voortgezet onderwijs) en Helmond-Peelland (voortgezet onderwijs) Geen landelijke indicatiestelling meer ouders in deze 3 regio’s hoeven geen nieuwe landelijke indicaties meer aan te vragen. De school waar ouders hun kind aanmelden, beoordeelt of zij het kind kunnen plaatsen en doen eventueel een aanvraag voor extra ondersteuning of voor toelating tot het (voortgezet) speciaal onderwijs (na overleg met ouders). Zorgplicht scholen in deze 3 regio’s hebben zorgplicht voor leerlingen die extra ondersteuning nodig hebben. De school waar ouders hun kind aanmelden, moet binnen 10 weken een passende plek voor het kind bieden. Dat kan op de school van aanmelding zijn of op een andere school die de leerling beter kan ondersteunen. De school overlegt hierover met de ouders. Leerlingen met een rugzak in het regulier onderwijs voor leerlingen die nu met een rugzakje deelnemen aan het regulier onderwijs, vervalt de rugzak. In plaats daarvan is de school verplicht om extra ondersteuning op maat te regelen. De school krijgt daarvoor een vast bedrag per leerling. De school informeert de ouders van de leerling voor de zomervakantie over de ondersteuning en begeleiding die de leerling in het schooljaar 2013-2014 krijgt. Leerlingen in het speciaal basisonderwijs (sbo) of (voortgezet) speciaal onderwijs (v)so leerlingen die onderwijs volgen in het sbo of (v)so kunnen op hun eigen school blijven. Verandert de leerling van school, dan beoordeelt het samenwerkingsverband of de leerling in het sbo of (v)so kan blijven of dat hij met extra ondersteuning regulier onderwijs kan volgen. Hierover vindt overleg plaats met de ouders. Leerlingen met een visuele of auditief/communicatieve beperking scholen voor blinde, slechtziende, dove of slechthorende leerlingen of leerlingen met ernstige spraaktaalmoeilijkheden vallen niet onder de samenwerkingsverbanden passend onderwijs. Voor deze leerlingen blijven de bestaande regelingen van kracht en verandert er het komend schooljaar dus niets. Schoolondersteuningsprofiel elke school in het samenwerkingsverband maakt een plan waarin wordt beschreven welke ondersteuning de school kan aanbieden. Informatie over dat profiel staat in de schoolgids. De medezeggenschapsraad van de school heeft adviesrecht over het schoolondersteuningsprofiel. Ontwikkelingsperspectief de school stelt een ontwikkelingsperspectief op voor alle leerlingen die extra ondersteuning nodig hebben. Hierin beschrijft de school de uitstroombestemming van de leerling en de onderbouwing daarvan. De school gaat hierover in gesprek met de ouders (op overeenstemming gericht overleg) en bespreekt jaarlijks de vorderingen met de ouders. Geschillencommissie als ouders en school het niet eens worden over de toelating, verwijdering of het ontwikkelingsperspectief, kunnen zij een geschil voorleggen aan de landelijke geschillencommissie passend onderwijs. Pioniers delen ervaringen De samenwerkingsverbanden en scholen mogen passend onderwijs op hun eigen manier vormgeven. De aanpak van de 3 regio’s zal dan ook verschillen. Information here is not updated in real-time. Temporary (additional) service curtailments can happen due to earthquakes, power shortages and safety reasons. As of March 14 2013, several rail lines along the Pacific coast in Fukushima, Miyagi and Iwate are still closed. JR East is considering the cancellation of low-traffic lines, and rebuilding others along new inland courses; the process will take years. Negotiations with local communities have just begun, The Shinkansen and rail lines in the inland Tohoku area are operating along normal schedules. Heavy rains in late July 2011 damaged some local lines in the Niigata area; one local line is still closed. The largest threat to rail services is earthquakes. Scholars agree that Japan has entered a period of increased seismic activity. A large quake can stop rail services for hours. The Shinkansen has proved its safety but it is also highly sensitive. The power situation is improving. Railways in the east Japan area got through Summer 2013 without canceling runs. Lights were dimmer, air conditioners were weaker to save energy, but this was the extent of the inconveniences. In fact there was enough power to operate seasonal extra trains. In west Japan, power margins were slimmer JR Kyushu canceled some runs during daytime hours till September 7 2012. During Summer 2013 only JR Shikoku canceled services for power conservation - and only a little. The whole nation got through 2013 without any blackouts. Conservation is on everyone s mind. Factories adjusted shifts to reduce peak power usage. Solar panels are being installed at a rapid pace. It seems also that predictions from the utility companies were too pessimistic. Major railways are cutting down on electricity usage by installing efficient vehicles. Official websites may have pages that are not up to date, even in the Japanese pages. To Akita the Akita Shinkansen is faster (by one hour and a half), to Aomori and Morioka the Tohoku Shinkansen is much faster, but this course avoids the risks of travel through Fuksuhima. The scenery is better too. Night train Akebono (Ueno - Aomori) though quite popular, made the last regular run March 14. It will continue running as a seasonal service for some time. Das ist bedauerlich, aber leicht zu ändern. Ich hoffe, dass meine Erinnerungen mich nach dieser langen Zeit nicht allzu sehr trügen, doch bin ich zuversichtlich, dass dlg (der auch anwesend war) im Zweifelsfall korrigierend kommentieren wird1. Vor vielen Jahren besuchte ich an meiner allerersten und bislang einzigen technischen Uni ein Philosophieseminar mit dem wunderschönen Titel Der Konstruktivismus der Postmoderne (vor allem des Titels wegen, das gebe ich ehrlich zu). Wie es an technischen Unis bei philosophischen Veranstaltungen so üblich zu sein scheint, nahmen weit mehr Senioren als gewöhnliche Studenten teil, denn anscheinend gab es eine Gruppe von Seniorstudenten, die es sich zum Ziel gesetzt hatte, jede angebotene Philosophieveranstaltung mindestens einmal zu besuchen2. Dabei entwickelten einige ein befremdliches Instrumentarium an Standardfragen und Kommentaren, das bei vielen vor allem auf Kant zurückzugreifen schien. Ich will hier gewiss nicht missverstanden werden — schon durch ihre weit überdurchschnittliche Motivation und das Fehlen jeglicher Scheu belebten sie das Seminar ungemein — doch mussten wir gewöhnlichen Studierenden meiner Altersklasse oft darum kämpfen, überhaupt Gehör zu finden und nicht in der Übermacht der Älteren unterzugehen. Einer von jenen, Herr M., ein pensionierter Lehrer, hatte durch pädagogische Reformen vergangener Jahrzehnte eine starke Abneigung gegen Niklas Luhmann entwickelt. All die Jahre hatten Luhmanns Thesen M.s Leben erschwert, und nun traf M. in einem Seminar unerwartet auf seinen alten Erzfeind. Nur dass M. lebte, und Luhmann nicht; M. konnte anklagen, und Luhmann hatte — da nur Papier — geduldig zu erdulden. Der Zeitpunkt für M.s Rache war gekommen. Als Professor N. die Diskussion eröffnete begannen Herrn M.s Augen zu glimmen. “Wir sprachen,” so setzte er an, “über Kant.” N. unterbrach ihn irritiert blickend “Wann war denn das?” “Vor drei Semestern. Und im letzten.” “Ach so. Und was hat das mit dem Text zu tun?” “Dazu komme ich gleich. Ein wichtiges Thema bei Kant war die Askese…” “Aber Herr M., ich bitte Sie, bleiben Sie beim Text.” “Gleich! Wo ist… bei Luhmann… die Askese!?” N. schaffte es schließlich, M. zu überzeugen, dass es von Vorteil sei, sich erst auf Luhmanns Text zu beschränken, und dann — wenn die Zeit noch reichen sollte — einen Vergleich zu Kant anzustellen (schnell genug, bevor die anderen Senioren ebenfalls den Kant ergriffen, der um so vieles vertrauter war als die seltsame Systemtheorie), und doch wies M. in der verbleibenden guten Stunde immer wieder genüsslich auf Luhmanns Mangel an kantscher Askese hin, woraufhin N. ihn geduldig vertröstete und zu größerer Textnähe ermahnte. Doch wenn Luhmanns Werk immer noch in vielen Disziplinen hoch geschätzt, auch wenn sein Zettelkasten immer noch nicht ausgewertet ist, so hatte M. doch die entscheidende Schwachstelle der Systemtheorie entdeckt. Ich sah M. den Rest des Semesters wöchentlich, und nur einmal wirkte er ebenso zufrieden wie am Tag seines entscheidenden Siegs über Luhmann. Als nämlich ein anderer Text auf Luhmann wandte M. sich hämisch grinsend an die Runde “Ich frage Sie alle immer noch Wo ist bei Luhmann Kants Askese?” Doch diesmal konnte N. das Thema deutlich leichter wechseln. Danach begegnete ich M. nie wieder, aber ich stelle mir manchmal vor, dass er immer noch durch die Seminarräume streift und gelegentlich genüsslich “Wo ist denn nun bei Luhmann die Askese?” ruft um sich am späten Ausgleich für die von Luhmann ausgelösten Missetaten zu erfreuen. Ich würde es ihm gönnen. Luhmann hingegen begegnete ich ein weiteres Mal in einer Hausarbeit in der Soziologie. Dadurch lernte ich zwar den Unterschied zwischen Sozialisation und Erziehung kennen, fand mich aber weit weniger bereichert als bei unserer ersten Begegnung. Kants Askese habe ich dort nicht gefunden, allerdings habe ich sie auch nicht wirklich gesucht. 1 Und wenn es keine Zeugen mehr für andere Verläufe gibt, dann war es wohl eben so. Ist die Unentscheidbarkeit denn nicht der gnadenlose Schlussstrich unter der Queste nach dem Wissen über alle formalisierbaren Wahrheiten, Gödels brutales Ende einer Linie, die mindestens von Leibniz bis hin zu Hilbert verläuft? Wie kann ein philosophisch interessierter Mensch die logische Wissenexplosion des hinteren 19. Jahrhunderts ignorieren, und wo erfährt man darüber mehr als in der Informatik, wenn die Mathematik eine Logik-Professur für entbehrlichen Luxus hält und ein einziger Philosophie-Professor einen ganzen Campus versorgen muss? Und wo sonst erhält man die Gelegenheit, nicht nur eine Unendlichkeit zu erblicken, sondern derer unendlich viele, eine mächtiger als die andere?
