While some of their faithful are traditional divine casters, many more are feysworn—adventurers of all sorts who pledge themselves to the service of one of the fey lords in exchange for magical power. She gains no additional proficiency with armor or shields. 1日毎の呪文または修得呪文:At the indicated levels, when a new feysworn level is gained, the character gains new spells per day as if she had also gained a level in a spellcasting class she belonged to before taking the prestige class. She doesn t gain other benefits a character of that class would have gained, except for additional spells per day, spells known (if she is a spontaneous spellcaster), and an increased effective level of spellcasting. If the character had levels in more than one spellcasting class before becoming a feysworn, she must choose to which class she adds the new level for the purposes of determining spells per day. Feymarked(変則)/Feymarked:Upon death, a feysworn is immediately resurrected and transported to a location on the First World sacred to the Eldest the feysworn worships (at the GM’s discretion, the feysworn may be reincarnated instead). From that point forward, the character is held in her living state only by the Eldest’s will. While the amount of service the Eldest demands in exchange varies, if at any point the Eldest becomes displeased enough to revoke this status, the feysworn is immediately and utterly destroyed, her soul energy permanently reabsorbed into the First World. Creatures slain in this manner cannot be resurrected short of deific intervention. Feysworn creatures are immune to any spell not capable of targeting fey (such as dominate person, charm person, hold person, and any other spells specifically targeting humanoids). This immunity can be voluntarily suspended as per the rules for spell resistance. Obedience(変則)/Obedience:A feysworn must select one of the Eldest to worship; once this choice is made, it can’t easily be changed . In order to keep the abilities granted by this prestige class (including augmented spellcasting abilities), a feysworn must conduct a daily obedience to her chosen Eldest (see Chapter 2). Fey Boon/Fey Boon:As a feysworn gains levels, she gains boons from her Eldest patron. The nature of the boons varies depending on the feysworn’s chosen Eldest. Each Eldest grants three boons, each more powerful than the last. At 3rd level, the feysworn gains the first boon. At 6th level, she gains the second boon, and at 9th level, she gains the third boon. Consult the Fey Obedience feat on page 17 and the Eldest descriptions in Chapter 2 for details on fey boons. When an Eldest grants a spell-like ability, the feysworn’s level for the spell-like ability is equal to her total character level. This ability allows a feysworn to access these boons earlier than normal; it does not grant additional uses of the boons once the character reaches the necessary Hit Dice to earn the boons normally. Breacher(変則)/Breacher:At 2nd level, a feysworn gains a constant and instinctive sense of the direction (though not distance) to the nearest breach between the First World and the Material Plane. Feyskinned(変則)/Feyskinned:At 2nd level, a feysworn gains the ability to harden her skin, granting herself DR 10/cold iron for 1 minute per feysworn level each day. This duration need not be consecutive but must be used in 1-minute increments. At 7th level, this DR becomes constant. If the feysworn already has DR 10/cold iron or better, the damage reduction increases by 5. Summon Fey(擬呪)/Summon Fey:At 4th level, a feysworn can use summon monster IV once per day to conjure 1 ekekeh (see page 60) or satyr, 1d3 nuglub gremlins (Pathfinder RPG Bestiary 2 143), or 1d4+1 fauns (Pathfinder RPG Bestiary 3 114). At 8th level, the feysworn also gains the ability to use summon monster VIII once per day to conjure 1 bogeyman (Bestiary 3 42), 1d3 nuckelavees (Bestiary 3 203), or 1d4+1 escorites (see page 61). At the GM’s discretion, specific Eldest may allow feysworn who worship them to summon other fey creatures of equal power with this ability. Alien Mind(変則)/Alien Mind:At 5th level, for a number of rounds per day equal to her feysworn level, the feysworn gains a +4 sacred bonus to one mental ability score and on saving throws against mind-affecting effects. These rounds do not need to be used consecutively. Once selected, the mental ability score affected cannot be changed until the feysworn next performs her Eldest’s obedience. Activating or maintaining this ability is an immediate action. Plane Swap(擬呪)/Plane Swap:At 5th level, the feysworn gains the ability to transport herself and up to one touched willing creature per feysworn level from the Material Plane to the First World or vice versa. This ability can be used once per day as a standard action, and functions as plane shift. Tear Reality(擬呪)/Tear Reality:At 10th level, once per day as long as she is on the Material Plane or in the First World, the feysworn can rip the planar fabric to unleash terrible magical energies. The area of effect is always centered on her (though she may otherwise determine its shape or targets according to the spell’s description) and chosen at random from the following spell effects. d% 呪文 1-17 Incendiary cloud 18-34 Sunburst 35-51 Earthquake 52-68 Fire storm 69-85 Storm of vengeance 86-100 Reverse gravity Any level-based spell DCs and damage effects are based on the feysworn’s total character level (not just her feysworn level). The feysworn herself is immune to the magical effects, but allied creatures are affected unless noted otherwise in the spell. This ripping of the planar fabric opens a breach to a random location on either the First World or Material Plane, allowing travel between the planes. The breach remains open for 3d6 days before healing. 元フェイスウォーン Ex-Feysworn A feysworn who goes against the will of her Eldest loses all class features of this prestige class, including all spellcasting ability enhanced by this class (even if that spellcasting ability comes from a class that normally doesn’t rely on the approval of a divine patron). She can’t thereafter gain levels as a feysworn until she atones for her misdeeds (either through atonement or negotiation with one of the Eldest’s chosen representatives), or until she appeals to and is accepted by another Eldest (symbolized by an atonement spell cast by a worshiper of that Eldest). This is the only method by which she can switch her Eldest patron, and even this may not be sufficient, as the Eldest are generally reluctant to take on unreliable servants.

Multiplayer The Stonehenge Chronicles - JANUARY 21, 2008 North America and Europe Only The Stonehenge Chronicles Update Notes Happy New Year! 2008 is upon us, and we’re thrilled to be kicking it off with our first major update – the Stonehenge Chronicles. We’ve got a lot in store for all of our players, so let’s get to it! In this update, you’ll see the first of the big balance sweeps we’re doing on all of the character classes. Both the Guardian and the Evoker got a lot of attention this time around, and we hope that players of those classes will dig into how the classes play now. We’re making it simple for these players to get a handle on the new balances by allowing them to completely respec their characters. PvP is starting to get more attention with the introduction of the Dueling Arena. This both makes dueling easier to accomplish and also gives us a better and more accurate way to track play habits and stats – a key to really increasing this section of the game. There’s also a whole slew of other overall improvements, tweaks, and additions, so take a couple of minutes to go through the release notes and see what’s new. For our Subscription Members, we’re opening the portal to Stonehenge! This is a completely new area that not only has new items and monsters, but also completely new ways to experience the game. The Essence Caves are the first of our non-linear style of play. You can repeat this long quest chain multiple times throughout the career of your character as it scales with your character (or party) level. The rewards are rich and many of them are unique to the Stonehenge area. The Wild is also a new type of game play since it is focused exclusively on group play. You need big groups to have success out there – and the deeper you get, the harder it gets. It’s time to get your friends together! See you online! --- General Based on the number and depth of balance changes to skills in this update, certain characters will be provided a “respec token” that allows them to reassign their skill points. This token is automatically placed in the character’s inventory and can be used at any time. When challenging another character to a duel, the invitation dialogue indicates that the duel will take place in the Arena. When the duel is accepted, both characters are instantly transported there. When both characters have loaded into the Arena, a countdown begins. During the countdown, characters can move, but they cannot use skills, activate items, cast spells, or attack their opponent. After a duel has been won, the defeated character is reset, as is their opponent and a new countdown clock begins. Players can leave the Dueling Arena by activating their Recall device. Players can still duel in other areas by joining the same party and activating their /pvp flag as before. Group Play Increased experience and treasure bonus for groups. Characters now receive more experience and treasure on a greatly accelerated scale based on number of players in a group. Fixed a bug where grouped players that were separated from the rest of their party were receiving extra experience for all of the other group members. Graphics Templar melee animations have been tweaked for smoother combat flow. Memory Manager Party members will now show up in higher resolutions. Players will not see the change until they move to a different zone and users must have Textures at least set to High. User Interface The Mini Map is now set to the top right of the screen with character state icons appearing below. The Chat Window is now scalable. To adjust the size of the chat window, hold down the ALT key. There is a small tab in the upper right hand corner of the chat interface that can be used to resize the window. The LFG interface has received new functionality. To activate the LFG Interface, simply press the ‘P’ key.The screen has been re-arranged to allow for more information and additional features. Party Leaders can advertise existing groups to add new members. Individuals can advertise themselves as being available for a group. To instead create an entirely new group, select the CREATE PARTY option. Otherwise, the character is listed as an individual looking for a group to join. New search filters have been added to better find the right group dynamic. Players can now Invite, Join and Whisper to individuals or groups listed in the LFG interface. Skills There are a wide variety of balance tweaks across the Templar and Cabalist factions. Cabalist Brom s CurseThis spell now heals a fixed amount based on the attacker s level instead of being based on a percentage of the attacker s health. The rank progression of this spell has been adjusted. Brom s Curse affects up to 4 targets for 5 seconds at rank 1. The maximum number of targets is increased by 1, the duration increased by 1 second, and the amount healed is increased by 12.5% per rank. This spell may now be cast while moving. The range of Brom s Curse has been increased to 20 meters. AfterlifeThe power cost of this spell has been reduced. Elemental DrainThe power cost of this spell has been greatly reduced. The casting time has been reduced by 1 second. Word of FearThe Fear Attack Strength of this spell now properly scales with the caster s level. The base Fear Attack Strength of this spell has been increased by 25%. The rank progression of this spell has been adjusted. Word of Fear now gains 33% more Fear Attack Strength per rank. Evoker Skill Rank bonus descriptions have been updated and normalized to be based on their initial rank 1 effect. For example, Spectral Bolt now displays no Phase Attack Strength bonus at rank 1, but displays a more clear bonus of 25% Phase Attack Strength per additional rank. Spectral CurseSpectral Curse now also reduces targets movement speed by 10%. The rank progression of this spell has been adjusted. Spectral Curse now affects up to 4 targets for a 5 seconds at rank 1. The maximum number of targets is increased by 1, the duration increased by 1 second, and movement speed penalty increased by 5% per rank. This spell may now be cast while moving. The power cost of has been reduced substantially, and the range has been increased to 20 meters. The explosion damage caused by Spectral Curse has been increased. Drain PowerThe damage of this spell has been increased significantly. Drain LifeThe damage of this spell has been doubled. Arcane ShieldThe rank progression of this spell has been adjusted, providing slightly less shields at lower ranks. Arcane Shield is unaffected by the Evoker s movement. This spell now lasts for 10 seconds with a 25 second recast time. Concentrate DamageThe rank progression of this spell has been adjusted. Concentrate Damage now provides a lower initial damage bonus, but grants a greater bonus per rank. Concentrate Damage s new damage bonus progression surpasses its previous curve damage bonus progression at rank 4. Summon EmberThe rank progression of this spell has been adjusted. Additional ranks of this skill now provide 15% more damage instead of 20%, but the base damage of the Ember pet is significantly higher across all ranks. The Ember s Health, Damage, Ignite Attack Strength, Critical Chance, Interrupt Strength, Interrupt Defense, and Armor have been increased. FirestormThe rank progression of this spell has been re-designed. Additional ranks of Firestorm now provide a 5% increase in damage rather than an increase in Ignite Attack Strength. Firestorm surpasses its previous damage at rank 3. The Ignite Attack Strength of this spell has been reduced. The range of this spell has been increased to 10 meters. FlameshardsThe Flameshards spell has been re-worked. The number of shards fired is now fixed at 7, but multiple shards stack with each other. Individual shard damage has been decreased slightly to take damage stacking into account. Increased ranks in Flameshards now increases each shard s Ignite Attack Strength by 25%. TempestThe casting time, power cost, and cool-down of Tempest have been decreased. The base damage of Tempest has been decreased. The strike frequency bonus per rank of Tempest has been decreased to 10% per rank. Each Tempest cloud now lasts for 15 seconds and has a range of 15 meters. The rank bonus of this spell now properly increases the frequency of lightning strikes. Arc LegionThe rank progression bonus of this spell has been changed. Additional ranks now increase the Shock Attack Strength and Shock Effect Damage of Arc Legion by 25%. The range of this spell has been fixed at 18 meters. The damage of this spell has been increased. Items Unique items that were found before Patch 0.5 that are missing special attributes may now be rerolled for free. The process is as follows All mods must first be removed using a Delux De-Modificator. This is available once at no cost for qualifying items. Once all the mods are removed, insert the item into an Augmentrex 3000. Now click any of the three "Add Property" buttons to reroll the item attributes. All item attributes will be rerolled and the item balance will be up-to-date. If the item level was previously upgraded with the Nano Forge, the additional item levels will be added to the newly generated base level after the item reroll. This means that the new item level may not be the same. The Stun Defense granted by the Gyro Stabilizer has been increased. Health and Power injectors now show up in high level stations. Fire Extinguishers now give the appropriate Ignite Defense. Monsters Monsters with the Infested ability have had their damage reduced. Crafting The limit on number of times an item can be upgraded has been raised to 10. Upgrading an item takes 50% less resources. A new, rare salvaged material crafting material called Nanoshards are now required to upgrade items.Nanoshards can be obtained from any item, but the chance to salvage one is increased when disassembling rarer items. The number of Nanoshards required to upgrade an item increases each time the same item is upgraded. Fixes The mini-game now has a timer. This is partly a fix for characters at level 50 who have finished all the quests and get the quest icon and therefore cannot finish it. Fixed a bug where characters would not save when they killed 65,534 monsters in one session. Grappler no longer changes a character’s position in PvP. Fixed a rare bug where equipping the Cleanser and a shield can delete the shield. Fixed a rare bug where Templar could equip both the Cleanser and a shield. --- Special Subscriber Features Stonehenge is a new, non-linear adventuring area that can be accessed through a special portal in Templar Base. The quests and areas around Stonehenge scale in difficulty to challenge characters of any level. This is to allow players to return to this section of the world numerous times and complete the longer associated quests, missions, and raid areas. Stonehenge itself is a new hub that holds a larger number of players than most Underground Stations. There are new NPCs, new quests, and most importantly, new adventuring areas that are unlike anything within the confines of London. Quests A new series of non-linear quests introduce the area surrounding the great druidic monument of Stonehenge. The Caste Caves These mystic caves can be found in the wilderness areas outside of Stonehenge. Each caste of demon - Beast, Necro, Spectral, and Primus – has a powerful overlord that resides in these caves. The caves themselves are sealed by the essential aspect of their master’s caste. These caves cannot be entered until the essence of five (5) Champions of the matching demonic caste has been collected. Essence can be collected from any Champion, so adventuring above and below the streets of London may gain you the keys to unlocking these special areas. Once a character has gathered the required essence of a single Caste, they can either solo or lead a party into the caves and battle against the resident overlord. Not only are there great and special riches to be won, but the head of the caste overlord is also claimed. Once a character has collected the heads of the Beast, Necro, Spectral, and Primus overlords, the adventure continues. Moloch’s Lair A great and powerful Demon known as Moloch resides in the rough countryside surrounding Stonehenge, and only the worthy may enter his domain. Characters that have collected the heads of the Beast, Necro, Spectral, and Primus overlords can then make their way deep into the realms of Moloch, the Pit Baron. Moloch has very unique items that can only be won by defeating him in combat, so the journey to his defeat can be well worth the effort. His soul is eternal, however, so the process of opening his sanctum and destroying his corporeal form is a never-ending challenge. The Wild The other main area that lies outside of Stonehenge is known only as The Wild. The challenges here are far greater than anywhere else in or around London, requiring raiding parties to properly navigate them. The Wild is divided into three increasingly difficult sections that are balanced for parties of six, seven, and eight. This is regardless of the number of characters that enter The Wild, so while you could try to make your way slowly with a smaller group, the going will not be easy. Items There are new weapons and armor that can only be found in the areas surrounding Stonehenge. These new items have very different appearances from those found within London, so keep a sharp lookout for them. 13 new base weapon types divided amongst the Templar, Cabalist, and Hunters. Each faction also has two all-new Helmet types. Environments Apart from the settlement that has secreted itself at the Stonehenge triliths, there are numerous new areas to explore. Chief amongst these are the various Caste Caves and grand expanses and dark forests of The Wild. There are also new undergrounds and interiors to explore scattered throughout the countryside. Monsters The areas around Stonehenge also have spawned new Demons. The Winged Imps rain death down from the skies and swoop in to sever heads of those foolish enough to seek them out. Burning Fiends move amongst the underbrush and between the windswept trees. Moloch, the Pit Baron, also makes his fiery presence felt for the first time. The German Empire has been built more truly on coal and iron than on blood and iron. The skilled exploitation of the great coalfields of the Ruhr, Upper Silesia, and the Saar, alone made possible the development of the steel, chemical, and electrical industries which established her as the first industrial nation of continental Europe. One-third of Germany s population lives in towns of more than 20,000 inhabitants, an industrial concentration which is only possible on a foundation of coal and iron. In striking, therefore, at her coal supply, the French politicians were not mistaking their target. It is only the extreme immoderation, and indeed technical impossibility, of the Treaty s demands which may save the situation in the long-run. (1) The Treaty strikes at Germany s coal supply in four ways — (i.) "As compensation for the destruction of the coal-mines in the north of France, and as part payment towards the total reparation due from Germany for the damage resulting from the war, Germany cedes to France in full and absolute possession, with exclusive rights of exploitation, unencumbered, and free from all debts and charges of any kind, the coal-mines situated in the Saar Basin."[36] While the administration of this district is vested for fifteen years in the League of Nations, it is to be observed that the mines are ceded to France absolutely. Fifteen years hence the population of the district will be called upon to indicate by plebiscite their desires as to the future sovereignty of the territory; and, in the event of their electing for union with Germany, Germany is to be entitled to repurchase the mines at a price payable in gold.[37] The judgment of the world has already recognized the transaction of the Saar as an act of spoliation and insincerity. So far as compensation for the destruction of French coal-mines is concerned, this is provided for, as we shall see in a moment, elsewhere in the Treaty. "There is no industrial region in Germany," the German representatives have said without contradiction, "the population of which is so permanent, so homogeneous, and so little complex as that of the Saar district. Among more than 650,000 inhabitants, there were in 1918 less than 100 French. The Saar district has been German for more than 1,000 years. Temporary occupation as a result of warlike operations on the part of the French always terminated in a short time in the restoration of the country upon the conclusion of peace. During a period of 1048 years France has possessed the country for not quite 68 years in all. When, on the occasion of the first Treaty of Paris in 1814, a small portion of the territory now coveted was retained for France, the population raised the most energetic opposition and demanded reunion with their German fatherland, to which they were related by language, customs, and religion. After an occupation of one year and a quarter, this desire was taken into account in the second Treaty of Paris in 1815. Since then the country has remained uninterruptedly attached to Germany, and owes its economic development to that connection." The French wanted the coal for the purpose of working the ironfields of Lorraine, and in the spirit of Bismarck they have taken it. Not precedent, but the verbal professions of the Allies, have rendered it indefensible.[38] (ii.) Upper Silesia, a district without large towns, in which, however, lies one of the major coalfields of Germany with a production of about 23 per cent of the total German output of hard coal, is, subject to a plebiscite,[39] to be ceded to Poland. Upper Silesia was never part of historic Poland; but its population is mixed Polish, German, and Czecho-Slovakian, the precise proportions of which are disputed.[40] Economically it is intensely German; the industries of Eastern Germany depend upon it for their coal; and its loss would be a destructive blow at the economic structure of the German State.[41] With the loss of the fields of Upper Silesia and the Saar, the coal supplies of Germany are diminished by not far short of one-third. (iii.) Out of the coal that remains to her, Germany is obliged to make good year by year the estimated loss which France has incurred by the destruction and damage of war in the coalfields of her northern Provinces. In para. 2 of Annex V. to the Reparation Chapter, "Germany undertakes to deliver to France annually, for a period not exceeding ten years, an amount of coal equal to the difference between the annual production before the war of the coal-mines of the Nord and Pas de Calais, destroyed as a result of the war, and the production of the mines of the same area during the year in question such delivery not to exceed 20,000,000 tons in any one year of the first five years, and 8,000,000 tons in any one year of the succeeding five years." This is a reasonable provision if it stood by itself, and one which Germany should be able to fulfil if she were left her other resources to do it with. (iv.) The final provision relating to coal is part of the general scheme of the Reparation Chapter by which the sums due for Reparation are to be partly paid in kind instead of in cash. As a part of the payment due for Reparation, Germany is to make the following deliveries of coal or equivalent in coke (the deliveries to France being wholly additional to the amounts available by the cession of the Saar or in compensation for destruction in Northern France) — (i.) To France 7,000,000 tons annually for ten years;[42] (ii.) To Belgium 8,000,000 tons annually for ten years; (iii.) To Italy an annual quantity, rising by annual increments from 4,500,000 tons in 1919-1920 to 8,500,000 tons in each of the six years, 1923-1924 to 1928-1929; (iv.) To Luxemburg, if required, a quantity of coal equal to the pre-war annual consumption of German coal in Luxemburg. This amounts in all to an annual average of about 25,000,000 tons. These figures have to be examined in relation to Germany s probable output. The maximum pre-war figure was reached in 1913 with a total of 191,500,000 tons. Of this, 19,000,000 tons were consumed at the mines, and on balance (i.e. exports less imports) 33,500,000 tons were exported, leaving 139,000,000 tons for domestic consumption. It is estimated that this total was employed as follows — Railways 18,000,000 tons. Gas, water, and electricity 12,500,000 " Bunkers 6,500,000 " House-fuel, small industry and agriculture 24,000,000 " Industry 78,000,000 " 139,000,000 " The diminution of production due to loss of territory is — Alsace-Lorraine 3,800,000 tons. Saar Basin 13,200,000 " Upper Silesia 43,800,000 " 60,800,000 " There would remain, therefore, on the basis of the 1913 output, 130,700,000 tons, or, deducting consumption at the mines themselves, (say) 118,000,000 tons. For some years there must be sent out of this supply upwards of 20,000,000 tons to France as compensation for damage done to French mines, and 25,000,000 tons to France, Belgium, Italy, and Luxemburg;[43] as the former figure is a maximum, and the latter figure is to be slightly less in the earliest years, we may take the total export to Allied countries which Germany has undertaken to provide as 40,000,000 tons, leaving, on the above basis, 78,000,000 tons for her own use as against a pre-war consumption of 139,000,000 tons. This comparison, however, requires substantial modification to make it accurate. On the one hand, it is certain that the figures of pre-war output cannot be relied on as a basis of present output. During 1918 the production was 161,500,000 tons as compared with 191,500,000 tons in 1913; and during the first half of 1919 it was less than 50,000,000 tons, exclusive of Alsace-Lorraine and the Saar but including Upper Silesia, corresponding to an annual production of about 100,000,000 tons.[44] The causes of so low an output were in part temporary and exceptional but the German authorities agree, and have not been confuted, that some of them are bound to persist for some time to come. In part they are the same as elsewhere; the daily shift has been shortened from 8-1/2 to 7 hours, and it is improbable that the powers of the Central Government will be adequate to restore them to their former figure. But in addition, the mining plant is in bad condition (due to the lack of certain essential materials during the blockade), the physical efficiency of the men is greatly impaired by malnutrition (which cannot be cured if a tithe of the reparation demands are to be satisfied,—the standard of life will have rather to be lowered), and the casualties of the war have diminished the numbers of efficient miners. The analogy of English conditions is sufficient by itself to tell us that a pre-war level of output cannot be expected in Germany. German authorities put the loss of output at somewhat above 30 per cent, divided about equally between the shortening of the shift and the other economic influences. This figure appears on general grounds to be plausible, but I have not the knowledge to endorse or to criticize it. The pre-war figure of 118,000,000 tons net (i.e. after allowing for loss of territory and consumption at the mines) is likely to fall, therefore, at least as low as to 100,000,000[45] tons, having regard to the above factors. If 40,000,000 tons of this are to be exported to the Allies, there remain 60,000,000 tons for Germany herself to meet her own domestic consumption. Demand as well as supply will be diminished by loss of territory, but at the most extravagant estimate this could not be put above 29,000,000 tons.[46] Our hypothetical calculations, therefore, leave us with post-war German domestic requirements, on the basis of a pre-war efficiency of railways and industry, of 110,000,000 tons against an output rot exceeding 100,000,000 tons, of which 40,000,000 tons are mortgaged to the Allies. The importance of the subject has led me into a somewhat lengthy statistical analysis. It is evident that too much significance must not be attached to the precise figures arrived at, which are hypothetical and dubious.[47] But the general character of the facts presents itself irresistibly. Allowing for the loss of territory and the loss of efficiency, Germany cannot export coal in the near future (and will even be dependent on her Treaty rights to purchase in Upper Silesia), if she is to continue as an industrial nation. Every million tons she is forced to export must be at the expense of closing down an industry. With results to be considered later this within certain limits is possible. But it is evident that Germany cannot and will not furnish the Allies with a contribution of 40,000,000 tons annually. Those Allied Ministers, who have told their peoples that she can, have certainly deceived them for the sake of allaying for the moment the misgivings of the European peoples as to the path along which they are being led. The presence of these illusory provisions (amongst others) in the clauses of the Treaty of Peace is especially charged with danger for the future. The more extravagant expectations as to Reparation receipts, by which Finance Ministers have deceived their publics, will be heard of no more when they have served their immediate purpose of postponing the hour of taxation and retrenchment. But the coal clauses will not be lost sight of so easily,—for the reason that it will be absolutely vital in the interests of France and Italy that these countries should do everything in their power to exact their bond. As a result of the diminished output due to German destruction in France, of the diminished output of mines in the United Kingdom and elsewhere, and of many secondary causes, such as the breakdown of transport and of organization and the inefficiency of new governments, the coal position of all Europe is nearly desperate;[48] and France and Italy, entering the scramble with certain Treaty rights, will not lightly surrender them. As is generally the case in real dilemmas, the French and Italian case will possess great force, indeed unanswerable force from a certain point of view. The position will be truly represented as a question between German industry on the one hand and French and Italian industry on the other. It may be admitted that the surrender of the coal will destroy German industry, but it may be equally true that its non-surrender will jeopardize French and Italian industry. In such a case must not the victors with their Treaty rights prevail, especially when much of the damage has been ultimately due to the wicked acts of those who are now defeated? Yet if these feelings and these rights are allowed to prevail beyond what wisdom would recommend, the reactions on the social and economic life of Central Europe will be far too strong to be confined within their original limits. But this is not yet the whole problem. If France and Italy are to make good their own deficiencies in coal from the output of Germany, then Northern Europe, Switzerland, and Austria, which previously drew their coal in large part from Germany s exportable surplus, must be starved of their supplies. Before the war 13,600,000 tons of Germany s coal exports went to Austria-Hungary. Inasmuch as nearly all the coalfields of the former Empire lie outside what is now German-Austria, the industrial ruin of this latter state, if she cannot obtain coal from Germany, will be complete. The case of Germany s neutral neighbors, who were formerly supplied in part from Great Britain but in large part from Germany, will be hardly less serious. They will go to great lengths in the direction of making their own supplies to Germany of materials which are essential to her, conditional on these being paid for in coal. Indeed they are already doing so.[49] With the breakdown of money economy the practice of international barter is becoming prevalent. Nowadays money in Central and South-Eastern Europe is seldom a true measure of value in exchange, and will not necessarily buy anything, with the consequence that one country, possessing a commodity essential to the needs of another, sells it not for cash but only against a reciprocal engagement on the part of the latter country to furnish in return some article not less necessary to the former. This is an extraordinary complication as compared with the former almost perfect simplicity of international trade. But in the no less extraordinary conditions of to-day s industry it is not without advantages as a means of stimulating production. The butter-shifts of the Ruhr[50] show how far modern Europe has retrograded in the direction of barter, and afford a picturesque illustration of the low economic organization to which the breakdown of currency and free exchange between individuals and nations is quickly leading us. But they may produce the coal where other devices would fail.[51] Yet if Germany can find coal for the neighboring neutrals, France and Italy may loudly claim that in this case she can and must keep her treaty obligations. In this there will be a great show of justice, and it will be difficult to weigh against such claims the possible facts that, while German miners will work for butter, there is no available means of compelling them to get coal, the sale of which will bring in nothing, and that if Germany has no coal to send to her neighbors she may fail to secure imports essential to her economic existence. If the distribution of the European coal supplies is to be a scramble in which France is satisfied first, Italy next, and every one else takes their chance, the industrial future of Europe is black and the prospects of revolution very good. It is a case where particular interests and particular claims, however well founded in sentiment or in justice, must yield to sovereign expediency. If there is any approximate truth in Mr. Hoover s calculation that the coal output of Europe has fallen by one-third, a situation confronts us where distribution must be effected with even-handed impartiality in accordance with need, and no incentive can be neglected towards increased production and economical methods of transport. The establishment by the Supreme Council of the Allies in August, 1919, of a European Coal Commission, consisting of delegates from Great Britain, France, Italy, Belgium, Poland, and Czecho-Slovakia was a wise measure which, properly employed and extended, may prove of great assistance. But I reserve constructive proposals for Chapter VII. Here I am only concerned with tracing the consequences, per impossibile, of carrying out the Treaty au pied de lettre.[52] (2) The provisions relating to iron-ore require less detailed attention, though their effects are destructive. They require less attention, because they are in large measure inevitable. Almost exactly 75 per cent of the iron-ore raised in Germany in 1913 came from Alsace-Lorraine.[53] In this the chief importance of the stolen provinces lay. There is no question but that Germany must lose these ore-fields. The only question is how far she is to be allowed facilities for purchasing their produce. The German Delegation made strong efforts to secure the inclusion of a provision by which coal and coke to be furnished by them to France should be given in exchange for minette from Lorraine. But they secured no such stipulation, and the matter remains at France s option. The motives which will govern France s eventual policy are not entirely concordant. While Lorraine comprised 75 per cent of Germany s iron-ore, only 25 per cent of the blast furnaces lay within Lorraine and the Saar basin together, a large proportion of the ore being carried into Germany proper. Approximately the same proportion of Germany s iron and steel foundries, namely 25 per cent, were situated in Alsace-Lorraine. For the moment, therefore, the most economical and profitable course would certainly be to export to Germany, as hitherto, a considerable part of the output of the mines. On the other hand, France, having recovered the deposits of Lorraine, may be expected to aim at replacing as far as possible the industries, which Germany had based on them, by industries situated within her own frontiers. Much time must elapse before the plant and the skilled labor could be developed within France, and even so she could hardly deal with the ore unless she could rely on receiving the coal from Germany. The uncertainty, too, as to the ultimate fate of the Saar will be disturbing to the calculations of capitalists who contemplate the establishment of new industries in France. In fact, here, as elsewhere, political considerations cut disastrously across economic. In a régime of Free Trade and free economic intercourse it would be of little consequence that iron lay on one side of a political frontier, and labor, coal, and blast furnaces on the other. But as it is, men have devised ways to impoverish themselves and one another; and prefer collective animosities to individual happiness. It seems certain, calculating on the present passions and impulses of European capitalistic society, that the effective iron output of Europe will be diminished by a new political frontier (which sentiment and historic justice require), because nationalism and private interest are thus allowed to impose a new economic frontier along the same lines. These latter considerations are allowed, in the present governance of Europe, to prevail over the intense need of the Continent for the most sustained and efficient production to repair the destructions of war, and to satisfy the insistence of labor for a larger reward.[54] The same influences are likely to be seen, though on a lesser scale, in the event of the transference of Upper Silesia to Poland. While Upper Silesia contains but little iron, the presence of coal has led to the establishment of numerous blast furnaces. What is to be the fate of these? If Germany is cut off from her supplies of ore on the west, will she export beyond her frontiers on the east any part of the little which remains to her? The efficiency and output of the industry seem certain to diminish. Thus the Treaty strikes at organization, and by the destruction of organization impairs yet further the reduced wealth of the whole community. The economic frontiers which are to be established between the coal and the iron, upon which modern industrialism is founded, will not only diminish the production of useful commodities, but may possibly occupy an immense quantity of human labor in dragging iron or coal, as the case may he, over many useless miles to satisfy the dictates of a political treaty or because obstructions have been established to the proper localization of industry.

She had come dancing up the lane, like a wind-blown sprite, through the mellow sunshine and lazy shadows of the August evening. "No, Marilla, but oh, what do you think? I am invited to tea at the manse tomorrow afternoon! Mrs. Allan left the letter for me at the post office. Just look at it, Marilla. `Miss Anne Shirley, Green Gables. That is the first time I was ever called `Miss. Such a thrill as it gave me! I shall cherish it forever among my choicest treasures." "Mrs. Allan told me she meant to have all the members of her Sunday-school class to tea in turn," said Marilla, regarding the wonderful event very coolly. "You needn t get in such a fever over it. Do learn to take things calmly, child." For Anne to take things calmly would have been to change her nature. All "spirit and fire and dew," as she was, the pleasures and pains of life came to her with trebled intensity. Marilla felt this and was vaguely troubled over it, realizing that the ups and downs of existence would probably bear hardly on this impulsive soul and not sufficiently understanding that the equally great capacity for delight might more than compensate. Therefore Marilla conceived it to be her duty to drill Anne into a tranquil uniformity of disposition as impossible and alien to her as to a dancing sunbeam in one of the brook shallows. She did not make much headway, as she sorrowfully admitted to herself. The downfall of some dear hope or plan plunged Anne into "deeps of affliction." The fulfillment thereof exalted her to dizzy realms of delight. Marilla had almost begun to despair of ever fashioning this waif of the world into her model little girl of demure manners and prim deportment. Neither would she have believed that she really liked Anne much better as she was. Anne went to bed that night speechless with misery because Matthew had said the wind was round northeast and he feared it would be a rainy day tomorrow. The rustle of the poplar leaves about the house worried her, it sounded so like pattering raindrops, and the full, faraway roar of the gulf, to which she listened delightedly at other times, loving its strange, sonorous, haunting rhythm, now seemed like a prophecy of storm and disaster to a small maiden who particularly wanted a fine day. Anne thought that the morning would never come. But all things have an end, even nights before the day on which you are invited to take tea at the manse. The morning, in spite of Matthew s predictions, was fine and Anne s spirits soared to their highest. "Oh, Marilla, there is something in me today that makes me just love everybody I see," she exclaimed as she washed the breakfast dishes. "You don t know how good I feel! Wouldn t it be nice if it could last? I believe I could be a model child if I were just invited out to tea every day. But oh, Marilla, it s a solemn occasion too. I feel so anxious. What if I shouldn t behave properly? You know I never had tea at a manse before, and I m not sure that I know all the rules of etiquette, although I ve been studying the rules given in the Etiquette Department of the Family Herald ever since I came here. I m so afraid I ll do something silly or forget to do something I should do. Would it be good manners to take a second helping of anything if you wanted to VERY much?" "The trouble with you, Anne, is that you re thinking too much about yourself. A cool wind was blowing down over the long harvest fields from the rims of firry western hills and whistling through the poplars. One clear star hung over the orchard and the fireflies were flitting over in Lover s Lane, in and out among the ferns and rustling boughs. Anne watched them as she talked and somehow felt that wind and stars and fireflies were all tangled up together into something unutterably sweet and enchanting. "Oh, Marilla, I ve had a most FASCINATING time. I feel that I have not lived in vain and I shall always feel like that even if I should never be invited to tea at a manse again. When I got there Mrs. Allan met me at the door. She was dressed in the sweetest dress of pale-pink organdy, with dozens of frills and elbow sleeves, and she looked just like a seraph. I really think I d like to be a minister s wife when I grow up, Marilla. A minister mightn t mind my red hair because he wouldn t be thinking of such worldly things. But then of course one would have to be naturally good and I ll never be that, so I suppose there s no use in thinking about it. Some people are naturally good, you know, and others are not. I m one of the others. Mrs. Lynde says I m full of original sin. No matter how hard I try to be good I can never make such a success of it as those who are naturally good. It s a good deal like geometry, I expect. But don t you think the trying so hard ought to count for something? Mrs. Allan is one of the naturally good people. I love her passionately. You know there are some people, like Matthew and Mrs. Allan that you can love right off without any trouble. And there are others, like Mrs. Lynde, that you have to try very hard to love. You know you OUGHT to love them because they know so much and are such active workers in the church, but you have to keep reminding yourself of it all the time or else you forget. There was another little girl at the manse to tea, from the White Sands Sunday school. Her name was Laurette Bradley, and she was a very nice little girl. Not exactly a kindred spirit, you know, but still very nice. We had an elegant tea, and I think I kept all the rules of etiquette pretty well. After tea Mrs. Allan played and sang and she got Lauretta and me to sing too. Mrs. Allan says I have a good voice and she says I must sing in the Sunday-school choir after this. You can t think how I was thrilled at the mere thought. I ve longed so to sing in the Sunday-school choir, as Diana does, but I feared it was an honor I could never aspire to. Lauretta had to go home early because there is a big concert in the White Sands Hotel tonight and her sister is to recite at it. Lauretta says that the Americans at the hotel give a concert every fortnight in aid of the Charlottetown hospital, and they ask lots of the White Sands people to recite. Lauretta said she expected to be asked herself someday. I just gazed at her in awe. After she had gone Mrs. Allan and I had a heart-to-heart talk. I told her everything--about Mrs. Thomas and the twins and Katie Maurice and Violetta and coming to Green Gables and my troubles over geometry. And would you believe it, Marilla? Mrs. Allan told me she was a dunce at geometry too. You don t know how that encouraged me. Mrs. Lynde came to the manse just before I left, and what do you think, Marilla? The trustees have hired a new teacher and it s a lady. Her name is Miss Muriel Stacy. Isn t that a romantic name? Mrs. Lynde says they ve never had a female teacher in Avonlea before and she thinks it is a dangerous innovation. But I think it will be splendid to have a lady teacher, and I really don t see how I m going to live through the two weeks before school begins. I m so impatient to see her."
